#Allow OP Players to Access/Edit Other Blocks

I'm not a huge fan of this idea, as operators can be normal players as well, who may use it to their advantage and abuse their powers.
Config option maybe?
That way players can decide for themselves based on the players that are OP
They can just use /setblock and /data merge to abuse their power
Config makes sense, same vein as allowing team ownership (that's a config option right?)
Making it a config option could work. I wonder if they should just outright be considered the owner of all blocks, or just have select options like UBM access and viewing cameras available to them.
Perhaps there’s a command they can run to toggle there ownership. That way they can play normally until they have to deal with somthing
Not all operators are fair and just people
Even operators can be corrupt
I don't think operators should be able to edit or access people's blocks
They can already run commands like /fill
They can use those commands to access the blocks anyway
I think the only thing that needs to be accounted for is unintentional misuse

As an OP who’s also a normal player on our server, I think it’d be difficult maintaining normal player status if ie any and every retinal scanner I looked at would open for me. That would definitely be OP, as in over-powered.
So I think a tool, similar to the Admin Tool, would be more useful in this scenario. If I needed to enter that scanner door to perform admin duties, giving myself that tool would be easier than switching in and out of spectator mode, while also leaving me the ability to not be able to enter the door since I’m not in fact the owner
And that same tool could then also give me access to cameras, chests, etc
Which I could then chuck into lava once I exit the base and then go back to collecting berries and doing other survival player things 
Oh I somehow skimmed over this message. This would also be useful, and require the same amount of commands as /give SC:OP_tool
could making a check for both OP and creative mode work?
or otherwise, maybe make a /sc edit_mode command
Also possibly write a guide (pined in #help?) on how to use commands like /data to do things as an admin (it's far from Minecraft's simplest command lol)
But isn’t that mainly vanilla stuff that people could just Google?
Now, a guide pinned in the staff channel would be great, cuz I don’t wanna google stuff 
It is a vanilla command, but
a. If this is the chosen solution your probably going to be repeatedly asked how to do it
b. It's a vanilla command but the vanilla docs don't tell you how to modify a modded block
