Fake active biner beacons are fairly regular.
Some are caused by activating your beacon then upgrading the active biner.

Talked to someone else and they have said it's happened before
Does it not show it's upgrading when that happens cuz I'm confused

It could also be that the player has not been on in longer than the beacon was charged which results in a screenshot of the last time they were on but their shield and beacon are no longer active but the combiner beam still shows
