Cybertron Jetfire is extremely helpful at lower levels when you struggle to score in raids.

Over the time, its usefulness falls. You can't take out a raid building with one shot. You'll either shift to a walk team or a rush team and CJF doesn't help much in any of them.

Nonetheless, he's a good bot. I'd rate him slightly lower than Jetfire.

NGL, This tier list is not much helpful. Rather it'd be better to just specify which gunner is better than which ones, which tank is better than others, and so..
Or, you may try creating a tier list for different classes.
