I don't know where to post this since there's no dedicated bug report section, but the latest hotfix (#telegrams message) appears to have increased the frequency that the level 1 bug occurs. I play on a level limited server, and the night that the hotfix released, a dozen team members had to be whitelisted from the level limiter within an hour. Since then, I've been hearing about and having to whitelist players running into the bug constantly. Everyone is level 100-200+.
