Lowering the foliage and render distance doesn't do as much as you think
The graphic settings are already far more limiting that other PC games. Preventing them being changed at all would likely drive away people who need to rely on lower settings just to get the best frames they can

Who cares though? Maybe a few guys who play comp, but im sure about 98% of the playerbase just plays on setting that work well on their setup. I get the reasoning, but realisticly how often does it affect the outcome of a match?

its not a good idea but its just the way it is. Its not that big of an advantage anyways really
the biggest foliage is still rendered at long ranges even with lower graphics.
The graphic settings themselves are very limited and even at lowest its hard to spot people. The only thing that really gets effected by the foliage and view distance settings that could make a slight difference is grass which is often low enough to see someone in anyways.
Unlike other games you cant potato the graphics to a point all foliage stops rendering and all textures are a blurred mess to make people stand out.
I think you keep getting killed in game when trying to hide and blaming it on "exploits"

Even so I would rather they not force everyone to use the maximum graphics, changing specific parts of the map to render for a further distance no matter the settings, like the wheat fields, would be best in this case. The game already runs bad enough, I would rather get the most I can out of the frame rates.
only people I can see actually using it to get the upper hand in finding garrisons would be comp sweat lords and I have no respect for them by default

it can make a difference though, even a huge one... more than you think
for example if a garrison is "hidden" inside of a wheat field that on the lowest available settings is not rendering even from quite a small distance (for instance the wheat field SE of the Checkpoint on SME)... but applies pretty much on most of the wheatfields
it has a strong impact on the course of the match

while when one has the view distance maxed, the wheat fields are visible much further
