At the 2nd loadout yes, but the standard loadout is a riflemen with a supplybox.
That way the support could assist in spotting for the machinegunner for example.
Given that the support could work as an helper to the officer it would make sense.

Officers need to spot for a MG if you want that gameplay synergy. Binoculars are very powerful tools and don’t need to be given out like that
