It could be tracked I believe. I.e if at the moment the satchel was placed there were no friendlies around within 25m, then if they die of the satchel - no punish dialogue option for them
I think the satchel indicator needs a rework so that it is visible OUTSIDE of the kill range in some way.
Up for discussion how that works, whether it’s more obvious or changes colour or something; but so many people run into the kill zone and don’t realise as it’s only possible to know there’s a satchel when you’re likely to be killed by it.
Ultimately though, if you’re placing a satchel in an area about to suddenly become occupied by friendlies you’ve got to take the risk.
