The subdued collar tabs were in effect 1941 at the break of the war all the way to Stalingrad alongside the subdued pilotka star which was painted green. The red collar tabs were present in the very early part of the war, but eventually phased out.
Here is an example and my personal reproduced uniform:

After researching. The order in August 1st, 1941 the "subduing order" this meant that branch pips where not allowed either. I'm not gonna say it's wrong or anything, soldiers didn't follow strict regulations. (example: political officers wearing branch pips even though they weren't allowed to wear ever but you still see them)
