A more appropriate definition of seeding would be something like:

Participating in the population of a game server whilst operating under a limited or modified way to encourage more players to join.

So just joining a 20/128 (Arma's case) or a 40/100 player HLL server and playing doesn't qualify as seeding.

The usual sitting AFK in menu with the sole purpose of bringing the number up would qualify as seeding.
Playing under a set ruleset, like not capping certain bases/flags or attacking certain things would be seeding.
And doing these actions under the logic of being rewarded in some way (such as VIP in HLL or whatever) 100% qualifies as seeding.

I even know that old 1.6 servers to this day utilize various paid services where fake accounts join servers to seed them.

So if seeding were to disappear, it wouldn’t mean the game is dead, not at all.
It would just mean we’d see a major drop in quick buy, thrown together servers (due to hosting costs and modern licensing), and a shift toward more well known servers with longer queues.

Because if a server is popular enough, it doesn’t even need seeding. Servers like Circle in HLL and W.C.S in Reforger stay over 60% full 24/7 without fake AFK players in menus or sketchy paid services to fill them.
