Because last time I checked the main menu isn't a png image, but an actual 3d scene that has to be rendered.
Thus it's using your gpu to do the rendering.

Also, gpu's are supposed to be going 100% in their usage to push the maximum amount of fps possible, that's also why fps limiters exist

I don't think it's right to say the game is infested with cheaters.
There are some, but the blatant ones get filtered out pretty fast on community servers.

the stuttering/frameDrops have became the core part of HLL for the majority of the HLL players ever since one of if its updates
me the same as others unlucky, have agreed on one thing - that the stuttering/frameDrop problem is just in HLL and in other games it's all good

-DX12 may help with getting higher overall FPS, but won't get rid of the stuttering problem

Soulsnipers SOF is a good one, 1st marine raider battalion has a map vote so you're not always playing on St Mere Eglise or St Marie du Mont, Syndicate if you're lvl 50+ has some pretty alright team play since people tend to know what they're doing. Offensive Heaven if you're getting tired of constant warfare is nice too

I think the Most Annoying thing in this game, is to watch how you loose when the team is over pushing. Every single time if you capture a point they think it’s not necessary to defend this. Just push to the next, loose the other point and than get flanked by every site because everybody is pushing behind the enemies lines to the next point. Horrible

So you have AI that follow you around, and when you die you become them. Each one earns xp, can unlock new guns, and can get perks selected. So you can buy XP boosters. You can also buy unique, historical squads that have special cosmetics (and have fully upgraded guns).
