We support only the latest patch-version of Minecraft for any recent main version (and Mojang, Spigot, Paper, etc. all generally also follow the same rule).
"Patch version" means the last number in a version label, for example in 1.20.6, the main version is 1.20, and the patch version is .6.
So if 1.20.6 is the latest patch version, then 1.20.3, and 1.20(.0) are all outdated patch versions, and therefore are unsupported.
Note that we do still support recent older main versions (such as 1.19 and 1.18) so long as you are on the latest patch-version of those main versions (like 1.19.4 and 1.18.2).

there's hundreds of minecraft versions, citizens only supports a few
how come it won't work moving backwards to 1.21.5 though that was my question not what versions do you support as on older versions you should be able to use older version of citizens
I don't recall which versions of citizens work with which version of minecraft but some version of citizens would work with 1.21.5
Downgrading citizens versions isn't definitely going to work just like going from minecraft 1.21.11 to 1.20.0 would have problems
Also generally sub version gets dropped when a new one gets added to minecraft. Ex: 1.21.4 got dropped when 1.21.5 got added.
If you really need to find an older version, you can check #news for last built versions of Citizens for specified versions. Just be aware that downgrading versions is not usually supported, even more so on versions that don't get updates anymore.
