Rotates a list of entities.
Induces incremental rotation on a list of entities over a period of time.
The yaw and pitch arguments specify how much the entity will rotate each step. Default to 10 and 0 respectively.
The frequency argument specifies how long it takes between each rotation step. Defaults to 1t.
The duration argument specifies how long the whole rotation process will last. Defaults to 1s.
Alternatively, use "infinite" if you want the entity to spin forever.

I'm confused here, what is the question? Are you trying to fix denizen, and then rotate the NPC using denizen? Or, have you given up on denizen and do you want to rotate the npc with citizens?

And instead of saying something is broken, maybe explain what is broken, and paste your logs. We can't help if you don't give any information
What I posted here is a video I found on another server. I still want to make that npc citizens or disinvite I don't know what it works. Mainly to make the npc turn around unlimited as per that video

We support only the latest patch-version of Minecraft for any recent main version (and Mojang, Spigot, Paper, etc. all generally also follow the same rule).
"Patch version" means the last number in a version label, for example in 1.20.6, the main version is 1.20, and the patch version is .6.
So if 1.20.6 is the latest patch version, then 1.20.3, and 1.20(.0) are all outdated patch versions, and therefore are unsupported.
Note that we do still support recent older main versions (such as 1.19 and 1.18) so long as you are on the latest patch-version of those main versions (like 1.19.4 and 1.18.2).

you should update to the latest patch version, denizen doesn't support the older patch versions anymore. If it's really impossible to upgrade atm, you can find older denizen versions in #news, but it's best to upgrade

The thing is, the rotate command will only rotate your npc until server start. So there is no script to share which is so small that it will fit for your specific need (which still nobody knows here as you didn't explain your oppinion what exactly you want to have). With that in mind you have to understand the barely basics from denizen how you work with events and store data. For that the best way is to solve the beginners guide mentioned above.
If you're struggling throw the process of learning denizen with the beginners guide come back and we will help you to solve those steps step by step. Last there is also scripter hireing section in this denizen, but of course you have to tell those people what you exactly want to do, a video as example is not a question^^
