I'm not seeing any issues with citizens in this file, what exactly is the issue you're encountering?
Do you have the right permission set?
Your log doesn't show you doing the command.
Can you re-submit the log after running the command?

It looks like the command is working fine, you're just not giving arguments.

If you've been sent to this page, you're having trouble with a plugin feature and a helper suspects it is caused by a Plugin Conflict.
I already removed TAB from my folder plugins and I still have the same problem
Something else is causing issues then.
Update paper, update other plugins if they have an update available.
Citizens should work as-is.
Otherwise, temporarily remove plugins until you find out what the problem is.
I already downloaded the Paper build 226 (the last one), and removed all plugins my plugins folder and still doesn't work
Can you submit a log of that with console trying to do /npc list
