(piggygames) Npcs despawn for no reason.

Background Info: One of the most helpful tools to identifying the source of a problem is your server logs file! Logs contain all sorts of important information like server and plugin versions, any error messages, and a lot more important information (More Info).
How To: Your log can be found in the logs folder within your server folder. The most recent log is a text file labeled latest.log. To get help using these logs, please open that file in a text editor and copy all of the text, then open https://paste.denizenscript.com/New/Log and paste the text into the box on the page. Then click "Submit" and copy the URL and paste that back into this channel.

You're slightly out of date for Citizens.
Paper is still experimental for 1.21.5.
Also citizens isn't really meant to be reloaded, unless specially told to.
this issue was there before i upgraded to 21.5

also ab 80% sure worldguard does not limit the ammount of em since i created more and those do stay
imma try deleting one of the npcs and recreating it
maybe just those specific with damaged code or smt

since the npc did not "spawn" i could not use /npc select
If it's in the /npc list then it's probably still there just not visible to the client? Speculation really.
Also is the world they're in a multiverse world? As in, not the vanilla world?

If you've been sent to this page, you're having trouble with a plugin feature and a helper suspects it is caused by a Plugin Conflict.
try the steps here first @cursive jay
the other thing to try is increasing the remove-packet-delay in config.yml from 1t to 2t (or higher)
(eg some plugin is telling Citizens to remove all villager NPCs without you knowing). its specific 3 (all npcs but one r player skins and 3 player skins npcs get affected)
and restart the server
i did
changed file restarted server
other helper said no more command reload
so i stopped doing that

it makes it so any mob or player u kill drops a head
that head has a vallue to sell and crafts masks with abilities
somehow it blocks those 3 npcs specific
wich indeed has smt to do with entities
