I see. Latest citizens only supports 1.19.4, 1.20.6, and 1.21.5. Is there a reason you're not at least to 1.21.4?

3598 is the last 1.21.1 built version, as specified in the message I've sent. I don't keep track of the spigot files so I don't understand their version numbering.
