Hello! ๐Ÿ™‚ I just encountered a problem in my server which I just updated to 1.21.4 with Citizens-2.0.37-b3760.jar. I previously designed a system in which an npc would tp to another one periodically, but it doesn't work now.

As I have examined, /npc tpto <player> <npcid> and /npc tpto <npcid> <player> are OK, but /npc tpto <npcid> <npcid> doesn't work, npc wouldn't move at all despite the message of 'successfilly teleported'

I guess it's a bug? I have confirmed that no other plugins are intervening in this process. (starting the server with only Citizens)

CMI v9.7.10.3 - CMI tends to mess with a large variety of server features and often gets in the way of issue debugging.

Potentially Bad Line(s)

Starting Minecraft server on *:25564 - server is offline but has no address bind. This might mean you're using a system level firewall, but if not, it means your proxy is bypassable by hackers. Either enable a system level firewall, or bind your server to localhost in server.properties via server-ip=127.0.0.1.
