As suggested, plugin jars go into the plugins folder itself.
Restart your server after adding it into the plugins folder so that the server can load it.
i dont have a plugins folder
If you've booted the server up once, then there should be a plugins folder.

You'll need to make sure your server is running paper (Or spigot at minimum), most server hosting services allow you to run different server softwares.
Paper is the highest recommended server software due to much much increased perofrmance.
i said i didnt use a hosting software

I'd recommend just using the startup script generator.

Make sure you set it to windows, and tell it how much memory you're willing to set. (4gb is a very good minimum)
