I guess cuz they dont have perms to the summon command but im not giving them that

i wouldn't use the op feature unless necessary, but you can use the -o argument when adding the command to the npc

a better suggestion would be to execute the command from console and spawn cows at wherever the player/npc is. Using temporary op is not a good idea, and should be avoided
