I can only find the one for text <elementTag.click_url[link here]>. Is there a way to do it using items in inventory UIs?

There is not unfortunately, the player would either have to click the link in chat or in a book

Not really, it’s a limitation of Minecraft itself (probably to prevent phishing), and not something we can change
