Citizens doesn't support 1.21.1 anymore, you'll have to update to 1.21.4

We've never supported 1.21.2 since .3 was released a couple days after, but if you want to use 1.21.3, the last supported build can be found here (#news message)
Keep in mind though, we'll ask you to test on 1.21.4 and with a later build if you encounter any bugs or issues
