ModelEngine vR4.0.7 - ModelEngine has Citizens support, but that support is known to be buggy. Issues related to NPCs that use ModelEngine should be reported to ModelEngine support, not Citizens.
GSit v1.13.0 - 'Sit on other players' or 'sit on mobs' plugins sometimes allow players to sit on NPCs.

Citizens doesn’t support 1.21.1 anymore, you’ll have to update to 1.21.4

If it’s because Paper doesn’t have a stable 1.21.4 build, you should at least be able to update to 1.21.3
its because of a plugin called movcraft which doesn't yet work for higher versions
Gotcha. Until they release a build for a later version, you can find the last supported version here (#news message). Keep in mind though, we’re going to require testing on a later version and build in case of any bugs or issues
