Would that be a per person cool down or a server wide cool down for that npc? Either way works I'm just curious

You can do either with gcooldown and cooldown

You would need to do it like /npc command add -p npc shop show --gcooldown 1h

Honestly looking thru my 17 plugins only 5 of them are 1.21.3 compatible and 3 of those are citizens plugins (citizens/sentinel/Denizen)

The other two are WorldEdit and wordguard

Ik for citizens there is a plug-in that hooks into citizen npcs for making shops. Trade sell and buy. Tons of customization

I’ve recently set time restraints on shops because I wanted players to get 1 item so I made it so they can get one item every year
