If this doesn't make it work then we'll have to wait for fullwall or monkey to say why the config option isn't there/potentially not working.

Also be aware of multiverse.

I don't think that could be the culprit, but it's something to be aware of.

It's good to do process of elimination, I'd suggest latest senitnel/citizens only locally to make sure it's not other plugins causing problems.
