i dont know if its just me or i cant seem to figure out only have an npc i cant seem to get it to only send the message ones and not spam the same message when you right click so it shifts message over to something new on next click

Do I understand correctly that you always want a different message to appear when you right-click? which you have previously set or how can I understand that? I just want to understand you properly so that I can help you even if I'm not part of the Citizens team 🙂

Like a quest log, you have to go do something befotr you Can talk to him again

You could technically do this with normal citizens with some basic permissions flags, but you might consider looking into denizen for more complex functionality
