Is anyone else struggling to get NPCs to actually do the "look close"? I have selected the NPC, told it to look close and it still won't do it. I can't get it to work bedrock or java.

and that did work for me.

I suggest you to start a new setup and then try again. It should work well or there is plugin conflict?

and also, bedrock clients may not work well with java servers, so they are not well supported
