Please post your full latest log file.
Background Info: One of the most helpful tools to identifying the source of a problem is your server logs file! Logs contain all sorts of important information like server and plugin versions, any error messages, and a lot more important information (More Info).
How To: Your log can be found in the logs folder within your server folder. The most recent log is a text file labeled latest.log. To get help using these logs, please open that file in a text editor and copy all of the text, then open https://paste.denizenscript.com/New/Log and paste the text into the box on the page. Then click "Submit" and copy the URL and paste that back into this channel.
Please do not upload the file to Discord or to other pastebin services, use the log pastebin linked above.

There is no errors in logs. what it suppose to do is open the npc shop but every permission i give it with luckperms it accepts it then when i click on it or have it launch the command it doesnt execute the command,
What happens if they execute it manually?
well thats the issue how do i open the npc shop from command?
it might be a perm issue who knows honestly
i dont see any permissions for using the citizens shop. is there a specific permission?
So the crux of your problem is that you want the shop made with Citizen's built-in shop function to open on clicking the npc and don't know how to do that?
well i just gave the default players a permission node this one citizens.npc.* and it works however will this destroy the custom npcs being used? like can they modify it?
well i guess that permission node gives them access to everything within citizens, so when i remove that specific permission they cant interact with the npc shops but with it they can interact with the shops
