When you execute commands in cmd.exe, windows must know where the executables are that provides those commands. That's what PATH is for
The easiest way is to install Java 17 and click on add to PATH on the installer.

i feel like my problem started when i was installing and it didnt prompt me to Add to PATH so now i have to do it manualy
im installing Java SE 22
apparently my Java version is too old

although i am getting some weird graphical issues with my file explorer

yea, the problem was that i was running Java version 1.8
i dont remember half the things i did to my computer and honestly im scared to start over and reformat even though i def got some not nice stuff running in the background where i cant see
