I'm not sure how you got this when the instructions state how to upload your latest log file.
i went to the logs i got the latest one

yeah i opened the folder where i have my server and opened a folder named logs then i found a bunch of zip folders and i opened the latest one with txt

i did upgrade to 1.20.6 but then everything didnt work so i reverted back
Latest citizens doesn't support 1.20.4, what specifically "didn't work"
Because citizens latest should work fine on 1.20.6.
However the release build for denizen is incompatible with 1.20.6 and above.
so how do i get both to work at the same time

You'll need a dev build for denizen to work.
Update to 1.20.6 and install a denizen dev build and both plugins should work.
but is there a citizen plugin that works with 1.20.4
Why do you want to remain on 1.20.4?
finding an older citizens plugin would be alot easier then making a whole new server
You only have two plugins seemingly installed, I don't see how that would be an issue since updating paper is easy?
i mean theres an mmorpg style server that has denizen and citizens on 1.20.4 so is there a way i could get a version that works on 1.20.4
We don't usually provide older builds unless absolutely necessary, and you should be updating instead to fix potential problems in not only minecraft, but also old citizen builds.
The team prioritizes trying to update users more than trying to keep them on unsupported versions, you only have citizens and denizen installed so it will be very little work to just update your server to 1.20.6. I don't understand why you feel it's more work?
Other servers may have different reasons for staying on it, your reason is stating that it's more work to update.
That's not telling specifically on why.
Within reason we do link to older builds, but I just need to know more specifically why it's going to be easier to stay on this version.
