Hey all, Im hoping im just doing something dumb. I just purchased and installed citizens

When running any command I just get "an internal error occurred while attempting to perform this command"

My server is on Apex
paper 1.20.4

latest version of citizens, just downloaded 20 mins ago.

I uploaded citizens-beta-1.0-51.jar and it did not create a citizens plugin folder or install itself like the previous versions idd.
