We support only the latest patch-version of Minecraft for any recent main version (and Mojang, Spigot, Paper, etc. all generally also follow the same rule).
"Patch version" means the last number in a version label, for example in 1.18.2, the main version is 1.18, and the patch version is .2.
So if 1.18.2 is the latest patch version, then 1.18.1, and 1.18(.0) are all outdated patch versions, and therefore are unsupported.
Note that we do still support recent older main versions (such as 1.17 and 1.16) so long as you are on the latest patch-version of those main versions (like 1.17.1 and 1.16.5).

Using outdated patch-versions (or outdated versions in general), is a really bad idea - you'll have to use outdated unsupported versions of everything, won't be able to get support from most plugins, will likely run into more and more bugs/issues, you'll limit your playerbase and features, and such outdated versions have some pretty severe known exploits that have since been fixed
Keeping a server up to date is a very important part of running a Minecraft server, and is usually very easy to do - we'd love to help you with that!
There's some outdated builds if you scroll up in #news, but they're completely unsupported and may-or-may-not contain bugs that have since been fixed (I.e. be careful and update as soon as possible - depending on your setup updating is usually a matter of minutes/a few hours at most)

The only official way to update Spigot is through BuildTools: https://www.spigotmc.org/wiki/buildtools/. Due to legal issues with the Bukkit projects, any websites claiming to offer a direct download of Spigot or CraftBukkit are illegal and should be avoided.
A popular fork of Spigot named Paper is easier to download, and functions as a drop-in replacement. You can find downloads for Paper at https://papermc.io/downloads.
