#(mruniquity) NPC's chunk unload

I've made a thread recently where I had issue with citizens causing lag, I've been told it's because the NPC is located at the border of a chunk.
However, even after moving the NPC 3 blocks away from a border the same issue persist. Here's the debug: https://pastebin.com/Mvdu6bqy

The NPC is 1000 blocks away from spawn, and it only does that when there's no one around the npc (when chunk is unloaded as it says in the console)
