Paper is a higher-performance alternative to Spigot that is 100% compatible with the equivalent Spigot version. It's much easier to update than Spigot itself, and carries a lot of performance and quality-of-life benefits.

That's not recommended, since support for 1.17.1 was dropped. We can not provide support for you, if you do that.

Also only 2% of servers are still running 1.17.1.

What you can do is running a 1.19.4 server but letting older clients join it via ViaVersion/ViaBackwards

What's wrong with the solution? With that you can even enlarge your potential player base because 1.17.1, 1.18.2 and 1.19.4 clients can join your server.

You shouldn't to either of these running 1.17.1 is making an active choice to have worse performance, no support, security issues, bugs, less features, exploits, the list goes on

You should be running a proper modern version and using ViaBackwards if you want to let older clients in
