With /npc metadata set x x I can set the metadata of an NPC, but how do I make this metadata permanent?

because i've done that in the past but the most recent build wasn't working with 1.17

and also if i update the mod will i lose my current NPCs and have to replace them?

No, you won’t lose your npcs

it would break things on my server if I updated past 1.17

and I have it on 1.17 for performance reasons

And obvisuly has several other downsides: no support (from us, Paper, other plugins, etc.), higher risk of exploits/bugs/crashes, no new features...

Using 1.17 is an awful idea - you are making an active choice to have worse performance, no support, less features, etc.
