citizens used to be built for 1.19.2, now it is built for 1.19.4. you are asking a volunteer support team for help, and part of that requires you to be up-to-date. you are behind by 250 bug fixes and changes in citizens alone, see the logcheck Citizens v2.0.30-SNAPSHOT (build 2793) -- (Outdated build, behind by 250)

in short this problem might already be solved.

the only one i don't know works on 1.19.4 is BI-IndeEvent, i don't think that is a public plugin. but if it just uses the spigot api, it will work too.
