While you may easily make npcs with the /npc create command, it helps to inform yourself how a plugin works with it's documentation. Which is provided on the spigot page and wiki pages available.

/npc skin allows you to change the skin of a selected NPC, you can provide a name immediately afterwords or a url through the --url argument.

As suggested, please read the documentation when you are given the chance as a lot of the commands are provided on there.
