#(Toe) NPC Rename on 1.19

I'm having an issue with renaming player type NPC's on 1.19. The rename command is successful, but players(including the person entering the command), don't see the new name or skin until they relog into the server. This is only happening on 1.19 and on bungeecord. I'm quite confident that it has something to do with a tablist plugin(custom) that we are using, but before doing a deep dive into Citizens code to determine what packets get sent when the rename occurs, I was wondering if anyone had any ideas about what could be going on.

And B. As you mentioned, first thing to try is plugin conflict, can start by disabling every other plugin and seeing if you can still replicate the issue (can make a local copy of your server if you'd like)
