Make sure you're testing on a default 1.19.3 vanilla client, not anything modded / a different version

If neither of these help, could be a plugin conflict, can do a quick test by disabling all other plugins but Citizens and Denizen

#

(Consider also making a local copy of your server if you don't want to mess with your actual one)
