both servers are using floodgate and geyser
just appears to be client packet related

camotoy suggested viaversion may be mishandling this as well

viaversion is just a convenience for players who don't know how to, or refuse to update because of client mods
it's a good recommendation

It seems like I'm not getting any Citizens errors anymore. I am getting many other (similar) errors though, involving packets etc
