[11:16:46] [Server thread/ERROR]: null org.bukkit.command.CommandException: Cannot execute command 'npc2' in plugin Citizens v2.0.30-SNAPSHOT (build 2830) - plugin is disabled.

The message above shows up in the console when I try to use /npc2.
I am running a Spigot 1.19.2 server.

I downloaded the .jar file from https://www.spigotmc.org/resources/citizens.13811/ and CI, but the issue always occurs.
