Background Info: One of the most helpful tools to identifying the source of a problem is your server logs file! Logs contain all sorts of important information like server and plugin versions, any error messages, and a lot more important information (More Info).
How To: Your log can be found in the logs folder within your server folder. The most recent log is a text file labeled latest.log. To get help using these logs, please open that file in a text editor and copy all of the text, then open https://paste.denizenscript.com/New/Log and paste the text into the box on the page. Then click "Submit" and copy the URL and paste that back into this channel.
Please do not upload the file to Discord or to other pastebin services, use the log pastebin linked above.
Why did you remove warnings and plugins from that log?
You should always post an unmodified log.
Everything can be relevant.

Does the error shows up when you remove JumpPadsReloaded and connect to the server?
I don't know but there's an error of JumpPad, followed by an error of Citizens

your saves file has something weird in it for a specific NPC
did you by chance manually change it
your log didn't show you running any commands at all
what did you type, and what was the output?
I suspect you’re using the wrong protocollib for 1.12?

It’s just that the protocollib error seems to be a compatibility error
I’m not sure what versions of protocollib work with what Minecraft version
Also do you have any packet only entities from any other plugins? @viscid vortex

Not sure, 1.12.2 is too old for me. I'm always testing things on the recent Minecraft version.
But you could test on an empty 1.12.2 Server, to sort pluginconflicts out.

afterwards, it's only likely a plugin conflict if it actually persists
but it probably wont if youre on paper, its working fine
They run a custom Spigot fork. Not Paper :(

totally recommended here, yeah
With Paper your Server needs less server resources and is more performant.
^ It has many performance improvements, bug fixes, extra config options, etc.
But ideally you update to a more recent Minecraft version ie: 1.18.2 or 1.19.3
1.12.2 is really old.
And also paper don't support 1.12.2 anymore. The cool stuff is on 1.19.3 
Pretty much none supports 1.12.2 anymore, there's no reason to stay on outdated versions
Yeee, that's what I'm saying. 
But regardless, if you are on a custom fork, should at the very least test on Spigot/Paper
back in my day we used to use 1.12.2 to skip rocks down by the creek
wasn't there only two texture updates since 1.12.2
You get used to it really fast, It was weird for me as well but after like a day you hardly notice it anymore
But if you really want to you can easily use a resource pack
