so... here's my reasoning. i might be wrong, but check it out:

you have a problem using a citizens command, it doesnt work
you have a 3rd party plugin extention to citizens that literall changes behavior of commands
that 3rd party plugin is neither supported nor encouraged by the ACTUAL authors of Citizens
whether or not it ever was a problem before, you seem to be having a problem now
we could spend an hour trying a variety of tests
or you could quickly disable the unspported plugin, restart, use the actual name command and see if it works correctly

You should probably remove citizenscmd, but it's highly unlikely to be the cause of this specific issue, it's just not useful lol

note that it's also possible that it's caused by your unsupported spigot fork, in which case there's not really anything we can do

i know Iquisitor said it is highly unlikely to be CitizensCMD, but im still suspicious of it. i mean, im no expert, but i mean just general troubleshooting

I would remove both TAB and CMD, and restart. it's easy enough to do, easy to reverse. saves time going down dead end paths if it is the problem, otherwise it gives you confidence to not worry about it if it isn't.

okay, well you definitely removed them! 😄

ive never heard of Excalibur/Airplane that's totally new to me. I cant say anytyhing about it, but like anything unusual, its suspicious. Its probably a moot point, but why wouldnt you use Paper? you're going to have a hard time getting support for many plugins, not just here, i think.
