Background Info: One of the most helpful tools to identifying the source of a problem is your server logs file! Logs contain all sorts of important information like server and plugin versions, any error messages, and a lot more important information (More Info).
How To: Your log can be found in the logs folder within your server folder. The most recent log is a text file labeled latest.log. TAB v3.1.5 - This plugin adds Below_Name scoreboards to NPCs.
ViaVersion v4.4.2 - Mixed client vs server versions can sometimes cause packet-related issues.
FastAsyncWorldEdit v2.4.10-SNAPSHOT-303;983e440 - This plugin has been known to break the plugin load order on many servers, due to usage of the 'loadbefore' directive in its 'plugin.yml'.
Starting Minecraft server on 0.0.0.0:25573 - server is offline but has no address bind. This might mean you're using a system level firewall, but if not, it means your proxy is bypassable by hackers. Either enable a system level firewall, or bind your server to localhost in server.properties via server-ip=127.0.0.1.
Caused by: java.lang.NullPointerException: Cannot read the array length because "<local5>" is null :warning: Log contains error messages.

im feeling pretty sure that you should remove CItizensCMD
restart and retry the normal citizens command

so... here's my reasoning. i might be wrong, but check it out:
you have a problem using a citizens command, it doesnt work
you have a 3rd party plugin extention to citizens that literall changes behavior of commands
that 3rd party plugin is neither supported nor encouraged by the ACTUAL authors of Citizens
whether or not it ever was a problem before, you seem to be having a problem now
we could spend an hour trying a variety of tests
or you could quickly disable the unspported plugin, restart, use the actual name command and see if it works correctly
this is typically caused by scoreboard plugins like TAB, which is probably the culprit here
You should probably remove citizenscmd, but it's highly unlikely to be the cause of this specific issue, it's just not useful lol

if you can, test this by removing it real quick and seeing if your problem is fixed
i believe they have a way to fix it within their plugin if that's the problem, but no sense working on that until we know that it matters
note that it's also possible that it's caused by your unsupported spigot fork, in which case there's not really anything we can do

I would remove both TAB and CMD, and restart. it's easy enough to do, easy to reverse. saves time going down dead end paths if it is the problem, otherwise it gives you confidence to not worry about it if it isn't.

beleive me, i totally get it. okay, so im afraid im going to have to step out of this. i was just shooting for some lowhanging fruit while the REAL helpers were busy. I also am now suddenly locked out of my own server for some bizarre authentication reason ive never seen before, so i'll be even more worthless than usual./

okay, well you definitely removed them! 😄
ive never heard of Excalibur/Airplane that's totally new to me. I cant say anytyhing about it, but like anything unusual, its suspicious. Its probably a moot point, but why wouldnt you use Paper? you're going to have a hard time getting support for many plugins, not just here, i think.

Restarting Server Multiple Times
Still no fix.
Citizens does not have a premium version, there is the Spigot version and the Jenkins version, which is just the most updated and active developmental version:

If you've been sent to this page, you're having trouble with a plugin feature and a helper suspects it is caused by a Plugin Conflict.
this is the first and best debugging solution; i can't replicate the issue at all on the latest Citizens and paper version
/npc name toggles the nameplate correctly
i'd recommend testing on paper first
you're not losing functionality if airplane is being maintained properly

They are compatible with every single other plugin, not sure why Citizens doesnt work?

try Citizens on a Paper server and see if the issues you have go away
if so, something's wrong with your fork

not that Citizens necessarily won't work
and the important thing is to test on Paper
so we can separate whether or not the issue relates to the fork or not
if you're unwilling to do basic testing towards resolving your own issue, then yeah your issue can't be resolved, but by your own choice
