I'd like to add some sort of confirmation/notification that using a certain npc has a cost. Whats the best way to go about that?

@stone ocean That can't be handled with Citizens alone. You could make a Denizen script for it which would probably be an interact script + a clickable with a linked task script.

Also possible to add it as feature to citizens, so I'll mark this thread as Feature Request for now.
