I was able to replicate it on a 100% fresh latest Paper 1.19.2 server with only citizens and sentinel

Alright I did some more debugging monkey and it looks like the target of the Sentinel is being removed/reset after a few ticks...
On the second run it isn't though
Being overwritten by Citizens in some way maybe?
I am having this issue as well
The entity starts moving but only for like half a second, then they go back to normal, I have to run the command again to get it to move to me.
What steps did you take when you tried to reproduce?

fixed, also made sure all navigator changes in Sentinel have debug output to catch things like this easier in the future

needsSafeReturn = false; needs to still happen even if it's not navigating
otherwise it'll just wait until the next time it's navigation and cancel that
as you saw by it cancelling your pathto command
