(Servlet) Maven version for Depenizen

I was wondering about this. Previously I just provided the jar files locally but now I wanna know why this is happening and my hunch is maven version.
What maven version is used for Depenizen? Would it be better to have a maven wrapper instead?

the Sentinel issue is my fault for having an outdated Sentinel version # there, that link is lost from the Citizens repo after it moved, so fixed ref #commit-log

the spigot-api part is because you need to run Spigot BuildTools
