Update Paper

Paper is a higher-performance alternative to Spigot that is 100% compatible with the equivalent Spigot version. It's much easier to update than Spigot itself, and carries a lot of performance and quality-of-life benefits.

make a local copy of your server and run a 1.19.2 jar, see which plugins need updating, and download the newest versions of all of them, then try again

Other then that, 1.19 is not supported by Citizens, Paper, or pretty much anything else. If you use it you will experience bugs and issues that we sadly won't be able to help with :/
Plugins/server software usually support the latest patch-versions, and if a specific plugin doesn't support it that's an issue with that plugin that should either be resolved (e.g. simply updating it usually), or that plugin should be replaced (if a developer isn't maintaining their plugin anymore it's probably a good idea anyway)

Er, not sure what you meant by that - we have our own pastebin site so that our bot can scan logs to automatically find issues and help resolve problems, and so that we can have syntax highlighting to help us read them
