can you tell me more about how you installed cockatrice?
do you know how much ram your computer has?
that might not be enough to run oracle
perhaps if you have a pagefile it would work
page file ?
but maybe best would be to download the xml
my oracle is exe

Oracle is an executable. When it runs successfully it creates an XML file which contains information on all cards
i tried and it seems like it worked
I just thought about it and because the new version of cockatrice makes different xml, practically being a different format, here are both:

Broadly speaking, yes. You have to get the file from somewhere. The one linked i the guide is kept reasonably updated
Otherwise as ebbit mentioned you can configure swap/pagefile on your computer, which is a way to trick into thinking it has more RAM than it actually does by using storage instead
