I understand that from a lore perspective, GH Io are the ones who created the heat system tech, along with all of its components and benefits.
However, from a Balance perspective, it's flat out unfair to the other factions, especially once the player gets access to it. Kiting is overpowered when all of your thrusters are ~Twice as powerful as those of an equivalent enemy, and while its not as severe for weapons and shields (Imo), GH Io and the player being the only factions in game having access to thermal systems makes them both have a fundamental advantage. Sometimes it even feels like playing with mods.
Maybe make it so that only GH Io uses thermal missiles and lance, but allow other factions to use overclocking? maybe not as prevalently as on GH Io ships, though. Like how Sol and Monolith are supposed to be near only using lasers and cannons respectively, but a few ships here and there use the other's. something akin to that, where Heat systems are generally GH Io's thing, but other factions use it more sparingly.
Maybe Centauri uses overclocking slightly more than the other factions, but not as much as GH Io, because in GH Io's lore it specifically says how the house and Imperium have been to war when the house first reappeared in the galaxy. Stealing technology is a major part of warfare, after all.

the other factions aren't disallowed from overclocking, it's just that the architects have been focusing their building efforts on io ships to make sure it has enough ships to release as a proper faction
there's probably going to be a few ships of each faction to have some degree of overclockage
local cabel ship tries to replicate sun by going above a million degrees in temperature

It would be neat if the other factions had maybe a few overclocked parts on their ships, but I guess don’t go for like complete overclocked ships as io has

Oc deck cannons are very effective at both disabling shields, then destroying them too. It shouldn’t be too bad.
at the very least ships of other factions should be able to handle heat. It would be unwise that factions don't even attempt to counter anything Io throws at them!
