I expanded one of my ships by a lot. On the edge of the ship, the crew simply did not finish one of the radiators and one of the extra disruptors. The completion order does not finish.
I know I have the resources required, as when I cancel the order and then press Repair, the game does not report me missing any materials (as the only resources required are steel, coils, and hyper coils, which I have in abundance). I see no possible reason for the crew not finishing the construction order.
