in multiplayer I think you could make 2 sides/teams or more that could: launch an AI ship at any other team of their choosing or attack themselves (there will also be constant waves as usual, so ships from other teams will be additional)
or you could make teams that should fight against 1 player who spawns the ships
Walt said that he was thinking about a mode like build and battle but more rogue like. That seems pretty similar to your suggestion.

All modes are pretty niche relative to career
I mean, nearly every person has his own "direction" in the game, some play mostly domination, some careeer, some love elim and others play build and battle, there are many directions in which people go, in theory, your suggestion can become true even now if you get enough trustworthy people who will play fairly
in sandbox multiplayes you can do the waves thingy, the difficult thing being sure that no one is cheating
and that everyone get a fair amount of resources

you can do a lot of fun stuff in creative if you rely on people's honour
which they not always have, but if you found some good friends? sandbox becomes the ultimate gamemode

Something a bit similar but also different that I suggested a while ago, basically wave defense in reverse wher you meet the waves instead of the waves meeting you

Used to do wave defences with friend manually all the time with different rule sets and ship types/ cash amounts they were allowed was quite fun, having more mini game game modes is in the roadmap and would love to see something like this added
same, I also played fleet battles with waves, you were you could call help for a certain amount of cash which were given each 5-10 minutes, it was so fun to accumalate till I am close to death of the fleet and call in basically another fleet with the cash I stored
I recommend trying such a game in sandbox, its quite fun, tho might be quite slow if fleets are big

Used to do a more cod zombies approach where they beat the wave first or die and we would swap around who spawned the ships and who was surviving, with killing the wave or other ships giving certain amount of cash pool for you to spend
I mean, in result of my fleet battles it was basically that, you start to lose and then make a comeback with help, effectively swapping the loser with winner, but then enemy starts to do the same
resulting in waves of counter measures against each other, were counter was countered by another counter that got killed by a random ship
We also did big boss fights against 20+ mil capital ships and carrier fleets that we made or faction fleet rp battles for teritory control( tech / trade control) that was also fun to do
