My idea is a roof mounted laser that has med damage but slow fire rate.
damage per shot: 8000
dmg per shot against shields: 4000
fire rate: 0.2/s
energy consumption per shot: 2
size: 5x5
range: 200
firing arc: 270 degrees
penetration: 3 tiles
price: 25k
can be effectively countered with shields, flak.
When the bolt hits, it causes a small explosion (5 tiles) that does medium aoe damage (doesn't start fires)

mining laser is for mining and not really a weapon
the issue with roof mounted weapons is balance
mining lasers are very potent as a weapon, only drawback being no chain reactions
Near perfect accuracy, and better damage/energy than heavy blasters

they have a very short range

Roof weapons can be put behind a very large amount of armour and shields, so even one with low dps can be very strong.
also they are easy to spam
if there roof mounted you can just spam them behind armour, thats why the DC has the stun effect
a roof mounter weapon with pratically infinate ammo would be a pain to deal with
the roof mounted laser i think of has kinda low dmg, and it requires more power than standard lasers
and plus, they are bulky
I remember when small lasers had 50m less range and consumed twice as much energy, now there are a bit more capable of being used in combat. Not optimal, but better
A roof mounted laser should have some special mechanic to be worth the addition
Maybe burn stuff? Maybe uses a special frequency that ignores enemy shields?
the laser bolts make a small explosion when it hits a target, causing light aoe damage. the explosion doesnt start fires though

Maybe its not technically a roof mounted weapon but is instead an internal weapon that shoots through your ship, making each tile passed through degrade its damage
so imagine just hole in ship, like railguns?

mining lasers are disturbingly effective
the thing wrong with them is they have a very slow traverse speed and one of the shortest ranges in the game (only higher than pd)
just makes them a rammer focused weapon
they also dont cause laser like dmg and when they kill reactors, the reactors dont explode so it is much harder to kill ships
mining lasers dont explode reactors

The thing is with roof weapons, you can make them like ions, effective at low range, for balance or just make them low range like DC, or the mining laser, and it's the same output, a rammer using armour and likely shields, this will either be better than the DC and replace it,or be worse than the DC and be overshadowed entirely by it
this is probably coming but id just like more energy weapons in general theresl ike 5 and 1 is a mining tool and the other is for EMPing

Tbh, this idea is not OP AT ALL, it has 1/3 penetration of DC, deals a bit more damage, but they both deal a lot of damage anyways, a bit more range than DC but if DC shoots 5 times in 4 seconds, this weapon shoots once in 5 seconds
Plus its more expensive, bigger and deals less damage to shields
I literally have ships that use only PD and some EMP xD
EMP death is also humiliating
No shields, no problem for 100+ PD :D
In demo those were called "noob tester"s, they literally tested user and ship if ship was a noob ship or user was a noob

they have pretty solid dps, are hitscan, have good tracking, and infinite damage due to being energy based

mining lasers just dig through the armor faster than dc can, if not due to their dps the fact they are actually capable of concentrating damage while dcs have awful accuracy and shot speed making them incapable of effectively digging through concentrated armor

so do I, and I can say for sure, DC has no problems with concetrating damage
it has quite a few versus competent pilots that know how to juke shots and spread damage
plus you said about concetration, but throw this thing?

and yeah, Mining lasers have huge perfect counter in face of CG rammers and Ion rammers that has better damage concetration

But kinda added a simmilar one to my "Maltis Game Overhaul Core Mod" which could satisfy your needs.
It's a bit different, f ex. Does extra shield damage than less... but the basic Idea is pretty simmilar also stats do not differ too much. Might wanna check that out 😉
Deck cannons can be kited too, the other roof weapon the game has, I don't see the problem with it, for unbalanced stuff you can download mods
